President Donald Trump spent Friday, Oct. 23, in Florida: a gaggle with reporters as he left the White House, a stop at the Fort Myers airport, an afternoon rally at Florida Gulf Coast University’s Alico Arena, and a night in Palm Beach before a planned Georgia rally Saturday. This entry in the series Every 24 Hours What the President Says covers 7:06 a.m. PT Friday to 7:06 a.m. PT Saturday, lists highlights first, ranks topics by likely policy impact and closes with videos.
Highlights. He promised every adult citizen $5,000 if Republicans keep Congress. He spoke of a warship stopping “about 50 yards off the coast” of Cuba and of “another little Epic Fury” for Iran (transcript), which drew a mocking reply from Havana (Guardian). And on Ukraine’s satellite service he said he had not spoken to Musk, while Ukrainian officials say the limits remain (Kyiv Independent).
1. Money for voters, nurses for nursing homes. He took the stage at 11:48 a.m. PT, per a travel pool report. “It’s a promise,” he said of the $5,000, adding that “only Republicans can do it because Democrats aren’t able to, because we’re taking in massive amounts of money through tariffs.” Later: “If the Republicans win, you will each have $5,000 in your pocket” (transcript). The transcript gives no cost or schedule. On nurses, he said “the Trump administration is investing $250 million to hire at least 5,000 new nurses in elder care facilities all across America.” The CMS program offers up to $40,000 in student-loan repayment and/or a $10,000 stipend for a three-year commitment, funded by civil monetary penalties on nursing homes, $100 million of it from CMS (AHA). CMS Administrator Dr. Mehmet Oz said, “Without taking a dime from taxpayers, CMS is empowering the next generation of nurses” (Fox Business). Outside, protesters raised “the high cost of living, the high cost of gas,” and one, Cory Andrews, said, “This is a peaceful protest” (WBBH).
2. Iran and Cuba. At the rally: “We obliterated Iran’s nuclear enrichment capacity with Operation Midnight Hammer,” then “We may do another little Epic Fury, or they’ll agree.” On Cuba: “Don’t worry, we’ll take care of Cuba on our way back from Iran,” and “then we’re going to send Marco Rubio in to finish up the deal” (transcript). Earlier, at the Fort Myers airport about 11 a.m. PT, asked about a report that U.S. Ambassador to Turkey Tom Barrack said a strike on Iran could come this weekend, he said: “If that’s the case, I don’t know anything about it” (travel pool report). Cuba’s deputy foreign minister, Carlos Fernández de Cossío, responding to Secretary of State Marco Rubio’s message urging Cubans toward a CIA partnership, wrote that the agency had to “sell its services like a tube of toothpaste” (Guardian).
3. Musk, Starlink and Ukraine. Leaving the White House (pool report sent 8:38 a.m. PT), asked who ordered the limits on Ukraine’s Starlink access, he said: “I wouldn’t tell you if I did know,” and of Musk, “I have not spoken to him.” The Kyiv Independent quotes more: “I might have to, but I have not... I’ve heard it’s fixed. If it’s not, I will speak to him.” Citing the Wall Street Journal, it reports he had ordered Musk on Oct. 21 to lift the restrictions. Zelenskyy told CNN, “The speed limits on Starlink and Starshield are still there,” and five Ukrainian officials told Reuters the same (Benzinga via Yahoo).
4. Rep. Ilhan Omar. At the rally: “because Ilhan used a fake name to be sworn in, I assume that she must immediately resign from Congress.” He added: “She comes — she comes from a shithouse country” (transcript). Omar, born in Somalia, wrote on X: “My name has always been Ilhan Omar,” and her spokesperson called any suggestion otherwise “flat out false.” Al Jazeera traces the name to a Justice Department court filing that refers to her as “Ilhan Nur Said Elmi,” notes that “the filing makes no such finding,” and reports that she faces no prosecution.
5. Courts and the Justice Department. “The judge in the Charlie Kirk case is doing a terrible job! This case should be tried within a month, not three years,” he wrote (Truth Social post, 9:33 a.m. PT · View on Truth Social ↗). At a Provo hearing that afternoon, Fourth District Judge Tony Graf said, “My intent was to issue a ruling today,” and put off setting a trial date to Nov. 9; defendant Tyler Robinson faces seven counts, his lawyers proposed “the third quarter of 2029,” and attorneys for Erika Kirk called that “absurd” (KUER). The desk found no reply from Graf. On an Alaska ballot case involving a second Dan Sullivan, he said, “I’m the one that said do it” (travel pool); the desk did not check the case details. Asked about news involving former FBI agents from the Hunter Biden laptop investigation, he said: “I heard they were bad people, crooked people. You know they are dirty cops, like Comey” (travel pool report, 3:07 p.m. PT).
6. Midterms. Saturday morning posts urged early voting in Florida, Michigan and New Jersey with full slates, starting with “TO THE GREAT PEOPLE OF FLORIDA, GET OUT AND VOTE FOR: – Ashley Moody for U.S. Senate – Byron Donalds for Governor” (Truth Social post, 5:47 a.m. PT · View on Truth Social ↗; also on View post on X ↗). Announcing a Georgia rally, he wrote that rivals of Mike Collins and Rick Jackson “are Radical Left Lowlifes and Lunatics” and “I Won Georgia in a Record Vote” (Truth Social post, 4:51 a.m. PT · View on Truth Social ↗); he carried Georgia in 2024, and its certified 2020 result went to Joe Biden. At the rally he called David Jolly, the Democratic nominee for governor and a former Republican, someone “thrown out of the party like a dog,” and Angie Nixon, Moody’s Democratic opponent, “this lunatic.” Asked about a Vivek Ramaswamy ad featuring Democrat Amy Acton’s mother, he said, “You don’t know that. You don’t know anything,” and of Republicans who criticized it, “They don’t know the facts” (pool report; SAN). Gov. Ron DeSantis gave him a gold coin that, per the travel pool, reads “You missed bitches.”
7. The White House and media. “There is a Fake News report out there that I am going to remove the White House Press Room and bring back the old Swimming Pool,” he wrote, adding, “the old swimming pool will never be brought back” (Truth Social post, 5:08 a.m. PT · View on Truth Social ↗). TheWrap reports that former press secretary Karoline Leavitt said “he’s been flirting with” the idea and that Communications Director Steven Cheung earlier said “all options remain on the table.” At the rally he joked about renaming the Atlantic “the American Ocean” and then said, “I’m only kidding” (transcript). Other posts: “Heading to Florida!” (Truth Social post, 9:58 a.m. PT · View on Truth Social ↗), “A healthy person has a thousand dreams” (10:44 a.m. PT · View on Truth Social ↗), a link to a pro-Trump StoneZone article, and an aerial photo of the National Mall (2:49 p.m. PT · View on Truth Social ↗).
Deep dive: a promise of cash, a smaller nurse program. The rally’s two biggest announcements rest on different footing. The $5,000 depends on an election result and on future legislation, and the transcript offers no cost, schedule or bill. The nurse program exists, but on different terms from his description: CMS says $275 million for “more than 4,000 nurses,” paid by penalties on nursing homes rather than new taxpayer money (AHA, Fox Business). The Cuba and Iran lines came from a campaign stage, not from an order or briefing, and hours earlier he told reporters he knew nothing of a strike this weekend.
